Preamble
These house rules serve to ensure safety, order and respectful conduct during the event. They apply to all visitors and, where applicable, to guests, accredited persons, service providers and other persons present within the event area. In addition, the official permits and orders, the safety and evacuation concept, the ticket and accreditation terms, as well as the regulations published at the venue, apply.

1 Scope of Application and Right to Determine House Rules
The spatial scope covers the area of the Bezirkssportanlage Garath set up and marked for the event, including entry and control zones, mobile spectator stands, spectator and fan areas, traffic and emergency routes, sports and auxiliary areas, temporary structures, catering areas, sanitary facilities, and any designated extended areas subject to house rules. For the duration of the event, D.LIVE exercises the right to determine house rules within the powers assigned to it. This right is exercised in particular by the event management, staff commissioned by it, and the security and stewarding service. The powers of police, fire brigade, emergency services and regulatory authorities remain unaffected. Event-related notices, signage or instructions may supplement or temporarily tighten these house rules for safety or operational reason.


2 Admission and Access Authorization
Admission is only permitted with a ticket valid for the respective event day and access area, a valid QR ticket, an invitation, or corresponding accreditation. Access authorizations must be carried at all times until leaving the event area and presented on request. Personalized access authorizations may only be used by the authorized person. An official photo ID may be requested for verification purposes. Access to restricted, technical, sporting, media or operational areas is permitted only in accordance with the respective authorization. Re-entry after leaving the event grounds is only possible if expressly permitted under the admission rules applicable for that event day. Once approved capacity is reached, admission or access to individual areas may be temporarily suspended. Children under 14 may generally only enter the event grounds accompanied by a legal guardian or an adult designated for supervision, unless a deviating rule is expressly announced.


3 Entry, Bag, Person and Vehicle Checks
To ensure safety, ticket, accreditation, bag, container, clothing and person checks may be carried out at entry and within the event area. Incoming vehicles may also be checked. Standard-sized bags (A4) may generally be carried. Checks are carried out appropriately by personnel deployed for this purpose. Anyone refusing a required check may be denied entry or removed from the event area. For safety reasons, carrying bags may be excluded entirely. Anyone carrying prohibited or safety-relevant items must leave them outside the event area or surrender them as instructed. There is no entitlement to safekeeping. Items whose possession is a criminal offense, or which pose a concrete danger, may be handed over to the police or the competent authority. 

If the exclusion or removal is attributable to the person concerned, there is no entitlement to reimbursement of the admission price or other expenses, subject to mandatory statutory claims.


4 General Conduct and Instructions
All persons must behave in such a way that no one is harmed, endangered, discriminated against, threatened, or obstructed or harassed beyond what is unavoidable under the circumstances. Respectful, fair and non-discriminatory conduct is mandatory. Instructions from the event management, the security and stewarding service, as well as announcements, signage and barriers, must be followed immediately. This applies in particular during evacuations, severe weather situations, medical emergencies and other hazardous situations. 

Facilities, sports surfaces, lawn and green areas, temporary structures, fences, barriers, stages, lighting and speaker systems, camera platforms, masts, scaffolding, trees and roofs must be treated with care. They must not be climbed, climbed over, altered or used for purposes other than intended. Escape and rescue routes, fire brigade access routes, passageways, stairs, ramps, entrances and movement areas must be kept clear at all times. Items must neither be placed nor attached there. 

Persons who are visibly heavily intoxicated, under the influence, aggressive or otherwise unable to safely participate may be denied entry or removed from the event area. Children under 14 may only attend the event accompanied by a legal guardian.


5 Special Rules for Mobile Spectator Stands
The mobile spectator stands may only be entered and exited after release and exclusively via the marked accesses, stairs and ramps. Restricted blocks, rows, platforms or substructures must not be entered. Assigned or marked seats, blocks and areas must be observed. If a stand area is at capacity, there is no entitlement to further access to that area.

Stairs, stepped walkways, platforms, gaps, entrances, exits and rescue routes must remain completely clear. Bags, prams, walkers, bicycles, e-scooters, suitcases and other bulky items must not be placed there. Required mobility aids must be positioned exclusively in the designated spaces. 

Standing on seat shells, benches or railings, sitting on parapets, climbing over barriers, and entering the area under or behind the stand are prohibited. Synchronized jumping, deliberate swaying, stamping or other behavior that could cause the stand to vibrate strongly is prohibited. 

Items must not be thrown from the stand or held over parapets. Flags, banners, cameras and other items must not obstruct sightlines, traffic routes or rescue routes.

Umbrellas may not be opened on the stand. In case of precipitation, suitable weatherproof clothing should be worn. 

Smoking, vaping, open flames and the use of pyrotechnic items are prohibited on, under and in the immediate vicinity of the stands. 

Children must be closely supervised by their accompanying persons. They must not play, climb or stand on seats, railings, parapets or stairs. 

For safety reasons, stands or individual areas may be closed and evacuated at short notice, in particular during storms, thunderstorms, heavy rain, technical irregularities or overcrowding. Evacuation instructions must be followed immediately.


6 Playing Fields, Team Zones and Other Restricted Areas
Playing fields, warm-up areas, coaching and team zones, referee areas, mixed zones, media and production areas, technical areas, storage, catering and back-of-house areas may only be entered with corresponding authorization. Unauthorized entry onto the playing fields or crossing barriers, in particular during or after a game, is prohibited. Items, liquids or other substances must not be thrown onto playing fields, walkways, or towards other persons. Game balls or other sports equipment that end up in a spectator area must be returned immediately to event staff upon request and must not be thrown back onto the field independently.


7 Prohibited Items and Substances
Within the scope of these house rules, carrying, using or distributing the following items and substances is prohibited, unless the organizer has expressly granted an exception in advance:
• Weapons of any kind, and items that can be used as weapons or are, by their nature and the circumstances, intended to cause injury;
• Knives, striking implements, electric shock devices, irritant spray devices, and dangerous tools;
• Fireworks, Bengal flares, smoke devices, torches, sparklers, flares, firecrackers, explosives and other pyrotechnic items;
• Highly flammable, explosive, corrosive, staining, toxic or strongly odorous substances, large pressurized gas containers, and non-commercial aerosols;
• Glass containers, cans, rigid packaging and other breakable, shattering or throwable containers;
• Alcoholic beverages brought from outside, as well as food and drinks brought from outside in general; exceptions apply, subject to prior arrangement or appropriate proof, in particular for baby food, medically required supplies and accessibility-related needs. Exceptions also apply to soft PET bottles without lids, collapsible bottles and Tetra Paks up to 0.5 liters in capacity;
• Illegal drugs and other prohibited intoxicating substances; the consumption and distribution of cannabis or other intoxicants is likewise prohibited within the event area;
• Laser pointers, drones, model aircraft, remote-controlled flying objects and comparable devices;
• Mechanical or electric noise instruments, whistles, air horns, vuvuzelas, megaphones and comparable devices, unless approved;
• Ladders, stools, chairs, benches, crates, camping furniture, tents, large umbrellas, walking-stick umbrellas, travel suitcases and other bulky items;
• Flag or banner poles longer than 1 meter or with a diameter greater than 3 centimeters, as well as poles made of metal or other hard material; larger flags, double-pole banners, streamers and choreography materials require prior approval; flags of non-participating countries; whistles;
• Bags, backpacks and other containers larger than 60x40x25 cm, unless a deviating rule is published for the respective event day;
• Selfie sticks, tripods, telescopic poles, and professional photo, film, audio or broadcast equipment without accreditation or approval;
• Balls, frisbees and other throwing or sports equipment, unless used as part of a designated participatory activity;
• Items or clothing bearing anti-constitutional, racist, antisemitic, xenophobic, sexist, homophobic or transphobic, glorifying-violence, or otherwise inhumane content, lettering or symbols;
• Items, disguises or other means that, given the circumstances, are intended to prevent identification; legitimate medical, religious or disability-related reasons remain unaffected;
• Other items which, due to their nature, quantity or use, are likely to impair safety, the event proceedings, or unobstructed sightlines and movement within the event area.


8 Smoking, Alcohol, Protection of Minors and Health Protection
Smoking and vaping, including e-cigarettes and comparable products, is only permitted in expressly designated smoking areas. It is prohibited on stands, in queues, in covered or enclosed areas, sanitary facilities, children's and family areas, and near entrances and exits.

The sale and consumption of alcoholic beverages are governed by statutory provisions for the protection of minors and operational requirements. Alcohol must not be served to persons who are visibly heavily intoxicated. Bringing alcoholic beverages is prohibited.

The applicable provisions on the protection of minors and any officially ordered health or infection control measures must be observed. Valid proof of age or identity must be presented on request.


9 Weather, Severe Weather, Evacuation and Emergencies
This event is predominantly held outdoors. Weather-related interruptions, postponements, area closures, evacuations or cancellation of the event may be ordered, in particular in the event of thunderstorms, storms, heavy rain, heat, or other hazardous situations. In case of corresponding announcements or instructions, stands, playing fields and open areas must be left immediately via the marked routes. Designated assembly, waiting or shelter areas must be used. Staying under stands, or near masts, fences, trees, scaffolding or technical installations is not permitted. Return to closed areas is only permitted after explicit release. Unauthorized circumvention of barriers, moving against the flow in evacuation routes, or lingering to take photos/videos are prohibited.

Medical emergencies, suspicious objects, fires, damaged components or other hazards must be reported immediately to the nearest event staff. Emergency and response routes must be kept clear.


10 Accessibility, Mobility Aids and Prams
Designated seats and pathways for wheelchair users, accompanying persons and people with disabilities may only be used by persons authorized to do so. Like ramps and accessible rescue routes, they must be kept clear at all times. Walkers, wheelchairs and other required mobility aids are permitted, provided they are used safely and placed in the designated positions. Event staff may assign suitable routes or spaces for safety reasons.

Prams and buggies must not be placed on stairs, stepped walkways, or in the seating rows of the mobile stands. They must be positioned in designated areas so that escape and rescue routes remain clear.


11 Photo, Film, Audio and Data Recordings
Photo, film and audio recordings for exclusively private, non-commercial purposes are generally permitted, provided they do not interfere with the event proceedings or the rights of other persons, and no deviating instruction has been given. Commercial recordings, live broadcasts, systematic data collection, the use of professional equipment, and recordings in restricted or specially protected areas require prior written approval or corresponding accreditation.

As part of the event, the organizer, rights holders, media partners or commissioned service providers may produce photo, film and audio recordings for reporting, documentation, broadcast and public relations purposes. Further information on those responsible, purposes, legal bases and data subject rights is provided in the event-related data protection notices.

Recording activities must not be obstructed unless legitimate reasons exist to the contrary. All persons entering or present at the venue are made aware, through these house rules, that photo, film and video recordings are made within the venue area. By entering the venue, persons who are recognizable in such recordings consent to their use both for reporting and for advertising purposes.

Cameras and mobile phones must not be held over railings, into rescue routes, or into the field of play. The privacy of other persons, in particular children, must be respected.


12 Sound and Event Announcements
Music, hosting, signals and safety-relevant announcements are played within the event area. Persons with heightened personal noise sensitivity are advised to use suitable hearing protection. Safety and evacuation announcements take priority. Personal speakers, amplifiers or other sound equipment may only be operated with prior approval.

The provisions of the TA Lärm (Technical Instructions on Noise Abatement), DGUV V3 and DIN 15905 Part 5 apply.


13 Advertising, Promotion, Sales and Collections
Advertising, promotional and sampling activities, the distribution of flyers or other materials, the posting of posters, stickers, banners or decorations, as well as political or other campaigns, are generally prohibited and only permitted with the organizer's prior written approval.

The sale of goods, food or beverages, the provision of paid services, and the conducting of collections, raffles or prize draws are generally prohibited and only permitted under a contractual or written confirmed authorization and subject to compliance with the required approvals. Unapproved materials and installations may be removed. Costs and damages may be charged to the responsible person.


14 Traffic, Bicycles, E-Scooters and Parking
Driving within the event area is only permitted with express authorization. Vehicles must proceed at walking pace and follow the instructions of traffic and security personnel. Emergency vehicles of the police, fire brigade and rescue services always have priority.

Sports fields, lawns and green areas, fire brigade access routes, gates, rescue routes and closed areas must neither be driven on nor used for parking or storage. Vehicles parked without authorization may be relocated or towed at the responsible person's expense.

Bicycles, e-scooters, scooters and comparable vehicles must not be brought into spectator, stand, fan or playing field areas. They must be parked exclusively at designated parking facilities without obstructing traffic or rescue routes.

Overnight stays, camping, barbecuing, and carrying out repair, cleaning or refueling work on vehicles are prohibited within the event area and on assigned parking areas.


15 Animals, Cleanliness and Protection of the Venue
Bringing animals is generally prohibited. Exceptions apply to recognized assistance and service dogs, provided their function is proven or evident to the organizer and there is no concrete safety risk.

Waste must be disposed of in the designated containers. Damaging or soiling sports surfaces, green areas, sanitary facilities, temporary structures and other facilities is prohibited. In particular, public urination, writing, sticking or painting on surfaces, and the spreading of liquids or substances are not permitted.


16 Violations, Removal, Bans and Damages
In the event of violations of these house rules or of legitimate instructions, entry may be refused, access authorizations may be confiscated or blocked, persons may be removed from individual areas or from the entire event grounds, and temporary or permanent bans may be imposed. Criminal offenses and regulatory violations may be reported. The involvement of police, fire brigade, emergency services or regulatory authorities remains reserved.

Anyone who culpably damages persons, facilities, sports surfaces or other property, or causes additional costs through a violation, is liable in accordance with statutory provisions. Further contractual or statutory claims remain unaffected. 

There is no entitlement to reimbursement of admission, travel or other costs where the refusal of entry or removal was caused by a violation attributable to the affected person; mandatory statutory claims remain unaffected.


17 Final Provisions
These house rules take effect upon publication and apply to IFAF WORLD FLAG 2026, including the publicly accessible supporting program at the Bezirkssportanlage Garath. The organizer may amend, supplement or temporarily suspend individual provisions for safety, approval or operational reasons. Changes will be announced in a suitable manner, in particular online, at the entrances, or via signage and announcements. Should individual provisions be invalid or unenforceable, the remaining provisions remain unaffected. The respective published German-language version is authoritative.
